I got the coverage waived because I could prove my credit card coverage in writing. While I was at the counter, another gentleman was trying to make the argument he had coverage with his credit card, but could not prove it. Without this information, they will force you to take their local coverage. I had coverage through my credit card and actually printed a copy of my benefits, showing my coverage amounts, the insurance company and the policy number. In order to waive the local insurance coverage, you need to bring a printed copy of your coverage with you to the rental counter. Al of this is clearly stated in the fine print of your car rental booking (mine was on National Car Rental).
It is also not enough to simply claim you have coverage on your home policy or included with your credit card. This local coverage is very expensive, and is generally not included in your rate when you book it online. Important note regarding car rental insurance in Mexico City: all of the car companies will require you take their mandatory local insurance coverage, unless you can prove your own rental car insurance coverage. There is a Pemex gas station located right before you get to the car rental area, for easy fill up before you return your car. All other car companies have their lots clustered about 1.5 kilometers away from the terminal, requiring about a 5 minute shuttle ride to get there.
